The other day in Richmond, Mr. Hovey, a Northern school teacher, severely xnisiww filvounglad in thit city, whereupon the lad's brother, aa will be seen by the loliow ip from the Richmond Examiner, turned the tables on Hovey, and treated him to a taste of the rawhide: ! Notwithstanding these negotiations have been pending so long, it is only of late that they may have reached a point where even the preliminary treaty could be named. One of the prominent difficulties encountered- was the question of including Vancouver's Island in the trans fer. Her Majesty's Government desiring to retain that point tor a naval station, iuore recently, the English Government, through Lord Stanley, has met tlie proposal to pur chase with renewed interest, and one of the prominent desideratum put forward by Secretary Seward lias oeen a proposition 10 make our Alabama claims, in some 'degree, one of the offsets to the purchase money heieatter to be determined. In several cities we hear of measures being taken to meet this dangerous foe, and now they are pre paring tor it in the army. Accounts from Rio Janeiro state that the cholera has bro ken out in a virulent form in the Southern province of Rio Grande.
